With reference to your letter 48586 of the 2nd ultimo, I am directed by the Marquess of Lansdowne to state to you, for the information of the Secretary of State for the Colonies, that this Department can only authorize repayment of the cost of passages from Hong Kong of persons who are domiciled in the United Kingdom.
His Lordship is unable to understand the refusal of the Calcutta Government to repay the cost of the passage from Hong Kong of a Eurasian of Calcutta, and it is presumed that the refusal must have been due to some special circumstances which have not been reported.
I am to add that His Majesty's Consul at Manila was instructed to exercise a careful discrimination in dealing with applications for passages from that port.
